NTT Forum of Parliamentarians Socialize Regulation of Disaster Relief

KUPANG, PK - Regional Representatives Council (DPRD) NTT Province, through the Indonesian Forum of Parliamentarians of Population dan Development, socialize the Local Regulation (Perda) No. 16/ 2008 on Organizing Natural Disaster (PPB). Socialization is done, both in the interactive dialogue with the mass media and direct dialogue with the local government and the local community.
Socialization starts with an interactive dialogue on TVRI in Kupang, East Nusa Tenggara, on Wednesday (22/10/2008) evening, next to each district. Present as resource persons, former Chairman of the Pansus PPB/ NTT's Local Forum of Parliament, Ir. Emiliana Nomleni, Drs. Marsel Tupen Masan from the Agency of Linmas NTT Province, Raymundus Lema from MPBI (Community Disaster Relief in Indonesia), Patrisius Usfomeny from Oxfam Great Britain (GB) Humanitarian Office.
According to the terms of reference of the Forum of Parliament NTT, socialization of Local Regulation No.16/2008 aims to obtain feedback from the public on PPB regulation and programs for disaster risk reduction (DRR) at NTT. In addition, to build understanding among the local parliament, executive and other stakeholders regarding the organization of disaster management in NTT.
Julius Nakmofa from the PMPB NTT, which also attended the dialogue at TVRI NTT yesterday, assess the substance of the Local Regulation No. 16/2008 is good. The most important, he said, its implementation in the field later. He expects the local parliament and government and other stakeholders have the same understanding that implementation is also the same, not according to taste of each stakeholder.
This regulation produced by the initiative of Regional Representatives Council (DPRD) NTT Province through NTT's Parliament Forum, which supported by Oxfam GB, Community Disaster Relief in Indonesia (MPBI), PMPB (People Society for Disaster Management) of NTT, Research Institute of Undana, and various other stakeholders.
This is expected to become the legal basis of a formal set of functions and roles of the various parties involved in disaster management. Thus, there is more coordination and clear handling of the disaster became more effective. This can also be expected to overcome the weaknesses during this disaster, such as the weakness of coordination and communication, are not effective handling of the sectoral and fragmentary.
The process of birth of this regulation have to go through various stages, public consultations, the preparation of the script and academic discussion and the political determination in the NTT local parliament. This has set September and is currently awaiting implementation. To that end, this regulation needs socialization to the community and the local government. (by agus sape)
